 What Is Home Health Aide Care?

Most people who need a Home Health Aide are unsure of how to obtain the services of one, or even if they are a candidate for one. Please ask yourself the following questions; if you answer ‘yes’ to any of them, you do in fact need a home health aide.

  1. Is your loved one unable to live independently?
  2. Do you live alone and have limited assistance and/or support, or have no support?
  3. Are you afraid of leaving your loved one alone at night because you do not know what will occur?
  4. Do you live with others but have limited access to assistance and/or support? (For example, if your family works during the day and that’s when you need care, or if your family member is going on vacation.)
  5. Do you live with those who are unable to assist with vital services?
  6. Are you the parent of a child with a disease or a disorder and are unable to care for the child alone and without assistance?
  7. Has the doctor prescribed home care services for you?
  8. Are you wheelchair-bound but need assistance with transferring yourself to the bed, the bath, or some other place?

If you answered ‘yes’ to any or all the following questions, you have a number of options.

The following is a guide to help you find the right government agency to help pay for your Home Health Aide services.

Medicare- Medicare is a Health Insurance Program for people 65 or older and some people with disabilities that are under 65. Medicare also has two parts to it. Medicare Part A is for Hospital Insurance and you usually do not pay for it. Medicare Part B is for Medical Insurance and usually is paid for.

Medicaid- We are proud to say we are Medicaid certified and ready to take on any new cases. Medicaid is only offered to those who have no income or a very limited income. If you have a high income you will not be eligible. Please visit the Medicaid website for more information on eligibility. Medicaid uses PCA (Personal Care Assistant Program) for those in need of long term care. If you already have Medicaid, you will need to call us and we can begin the process of sending a  nurse and home health aide right away.

If you are unable to receive services under Medicaid, you might want to try their waiver programs. Although these waivers are still a form of Medicaid, their restrictions are different from Medicaid. Please take some time to read the information on each one as well as taking out the time to check the websites.

CCPED (Community Care Program for the Elderly and Disabled)- Services provided under CCPED are provided for patients that are at risk of being placed in a nursing home. Patients must meet the income requirements as well as stay in their homes. The program hopes the services will delay the process of placing the client in a nursing home. CCPED has more flexibility with the amount of hours you can receive.

CAP (Caregiver Assistance Program) - Services provided under the CAP programs closely resemble the ones under the CCPED program. Please review the information on their website to see which program you will be eligible for. CAP, however, only offers a certain amount of hours.

ACCAP (AIDS Community Care Alternatives Program) - This program is for anyone who has AIDS and/or children up to the age of 13 that are HIV positive. They can only accept up to 1,000 patients. Patients receive the same benefits as Medicaid patients.

TBI (Traumatic Brain Injury) - This program is designed for patients that have had a traumatic brain injury after the age of 16 and are currently between the ages of 18 and 64. They will receive the same amount of services as someone who has Medicaid.

JACC (Jersey Assistance for Community Caregivers) - Services provided under the JACC program are the same as CCPED and CAP. JACC is used for patients that are unable to receive services under Medicaid or the Medicaid waiver programs. However, they are unable to give you as many hours as CCPED and CAP. If you are looking for 4 to 10 hours a week, JACC is a great program to use.

These programs also work with the Statewide Respite Care Program If you are in need of extra care but do not need it on a regular basis, Respite Care is a good choice. Please remember, you need to have one of the Medicaid programs in order to receive the additional Respite Care. The care is used when extra services are needed and unless received, the patient will have to go into a Nursing Home Temporarily until further notice.

If you are unable to receive services under Medicare or Medicaid, please review the following government programs that provide Home Care:

MCMAP (The Middlesex County Multi-Assistance Program) - MCMAP is a program for people that are able to do daily activities with assistance. Although it is more flexible than the other programs, you are only allowed up to 25 hours a week.

Respite Care
[Please note that there is a difference between the State Respite and County Respite.]

Respite is the same as McMap but eligibility is determined by your income. Respite Care is used for services such as personal care, light housekeeping, meal preparation, etc. This program is available only to tose who have formal caregiver (family member, friend, neighbour) who needs respite.

NJ Department of Military and Veterans' Affairs (VA) - If you are a veteran in any war or are just returning from the war in Iraq, you are eligible for services under the VA program. If you are interested in receiving services, you will need to call The Department of Military and Veteran’s Affairs to receive an application. The process will take less time if you actually go to the closest Veteran’s Affairs facility rather than send your application to them.

Title XX - This program, like Respite and McMap, is used by patients that are dependent on others and are in danger of being placed in a Nursing Home. To prevent this, Social Security has made Title XX to provide services to patients in a home, in order to prolong life outside of a Nursing Home.

Private Pay - If you are not qualified for any of the programs listed above, you will need to pay for services privately until such time as you may become qualified. Private Pay services can be set up right away and, if needed, we can send a Home Health Aide that same day. With Private Pay you have the freedom to request an Aide for as little as 1 hour to as many as 24 hours on an hourly or live-in basis.
